The next full meeting of Royal Sutton Coldfield Town Council will be on Wednesday 24th January, 7pm at the Sutton Coldfield Town Hall, Upper Clifton Road, B73 6AB.
Before the meeting there will be a public session to enable the people of Royal Sutton Coldfield to ask questions of, and make comments, regarding the Town Council. Questions not answered at this meeting will be answered in writing to the person asking the question, or may appear as an agenda item for the next meeting. Members of the public are asked to identify themselves and to restrict their comments, and/or questions to three minutes.
Concert in the Park
Included on the agenda is item 122, Minutes of Committees when the Council will receive the minutes and approve the recommendations from the committees. The Finance & General Purposes Committee will be recommending that the City of Birmingham Symphony Orchestra (CBSO) be commissioned to perform and compere an open-air concert at Sutton Park on the evening of Saturday 30th June 2018. The committee will also be recommending that arts organisations and local community groups be commissioned to provide a varied performance programme for a Cultural Family Fun Day on Sunday 1 July 2018, with the programme specially designed for a young audience to include on and off-stage activities that are both fun and educational.
The Town Clerk will be delegated as the lead event organiser on behalf of the Town Council, will oversee the arrangements for the management of the event, including acting as nominated Event Lead for the Town Council in the Event Safety Management Plan.
It is also recommended that the Town Council engages JA Productions to provide specialist event management and production services to put in place the arrangements for the safe, technical delivery of the event. The committee argues that JA Productions has the relevant experience and expertise in delivering large outdoor events of this nature, including the 2017 Concerts in the Park and has a long-standing and successful working relationship with the CBSO. It is for this reason that a further recommendation will be made that… ‘Financial Regulation 11.1 (d) relating to Contracts be waived in relation to the commissioning of the CBSO and JA productions to enable the CBSO and JA Productions to continue their partnership of working together to ensure the success of the 2018 Concerts in the Park event.’ The Committee continues to state that members believe that the staging of the event could be adversely affected if Financial Regulation 11.1 (d) is not waived in order to… ‘avoid the risk of engaging a production partner, without the appropriate experience and track record of working with the CBSO’
The Committee will also be recommending that the Town Council approves a contribution of £53,000 (inclusive of £5k contingency) towards the cost of the events from the budget for Concerts in the park and Summer in Sutton, previously approved by Full Council.
There is no denying that the Concert in the Park event in 2017 was enjoyed by the thousands of people, although it is unclear how many of those attending the heavily subsidised event were Sutton Coldfield precept payers. Indeed, there are still residents of the Royal Town who believe that there has never been a full and formal consultation with the people of Sutton Coldfield on whether the Concert in the Park is the best use of the funds. Alternative suggestions have included the reinstatement of the Royal Sutton Coldfield Carnival, or a number of smaller projects.
At the recent Finance & General Purposes Committee a member of the Four Oaks Neighbourhood Forum (FONF) asked if the Council were considering carrying out a formal consultation with the residents of Sutton Coldfield with regards to the Concert in the Park events. Councillor Simon Ward (Con. Four Oaks) responded by stating that the councillors are consulting with the residents all the time, including FONF. Begging the question, however, whether this constitutes a formal consultation.
